Hi
Can't recommend a specific operator although there seem to be quite a few in Las Vegas. Have a look at the official website for Lake Mead and you will find quite a lot about diving - they have some interesting sounding dive sites set up. The area surrounding the dam is excluded - ostensibly for ecological reasons but probably for security reasons. Still, sounds like there are some nice dives. You can probably feel reassured that operators recommmended on the official nps sites are reputable enough.
Alternatively, you could have a look on www.scubadiving.com which is Rodale Scuba Diver (magazine)'s website. They may not have a tripfinder location for Lake Mead (they probably have one for Arizona or Nevada) but they have some good forums/bulletin boards and if you post your question there, you are likely to get an answer from some American divers.
