Can anyone give me some info/recommend a good livaboard leaving Phuket to the Similans Is/ Burma,Thailand travelling November. Looking for small boat max 15 with good facilities.

Check out the link, you will find lots of liveaboards on one site.
The amount of boats going to Burma is limited these days, because mainly due to dynamite fishing lots of divers came back disappointed. It is still possible to ge there though.

Boat B4 sounds most interesting for you, also possible: A1, A3 and D5 (all under Similans).
