Quite simple really.

In Japan 'BSAC Japan' is run like PADI here. However, the difference is the Royalties help to keep your subscriptions down.

Have a look at the Accounts from the last AGM http://www.bsac.org/page/223/income--expenditure.htm item: Overseas royalties & fees.

Wot Edward said :) BSAC Japan is a franchise, within the BSAC training they produce all of their own local materials at their cost - then they pay us royalties for using the BSAC brand. The whole ethos and organisation of BSAC Japan is different to the UK, it is virtually entirely commercial operator based.

But that's what my club told me diving in Britain was like :)

I want to be an Exellent Diver (www.bsac.jp/index.php/BSAC03_1d). Even though the spelling turns my stomach slightly
