I'd like to take a diving course (I'm a complete beginner) in January for up to 3 weeks. I'd like it to be fun diving for beginners, not too expensive accomodation and in a generally interesting area where there are things to do and see when out of the water. Could you give me some suggestions about where to go?

Assuming you are asking for "where" and assuming you want some reasonably warm water (i.e. not a quarry in central England) you might want to look at the Canary Islands. Tenerife is the best IMO, but the others all have many dive schools and nice beaches, food and nightlife at that time of year.

edit - Have a look here http://www.bsactravelclub.co.uk/reports/lanza1.htm I believe you can whale watch at some times of the year too... not sure when..
