How do you award (if that is the right word) those green dot thingys?
Can anyone do it?

Do you meen the bit beside your login? I think that means that you're (or the person you're looking at) is online- if you hover over the piccy that's what it says anyway!

I believe anyone can award the green dots (reputation points), the action is taken in the blue bar at the top of the post you wish to comment on.

In the right hand end of that bar are three icons, the first is a number - the post number within the thread, the third is a warning triangle - to warn moderators of an unacceptable post and the middle one which is a set of scales.

This middle icon brings up a new small page in which you can select the type of reputation points you wish to award (green positive or red negative) and a dialogue box for a few brief comments.

Users see the points in their CP.
