Hi Chris,
I think that anybody who is a confident snorkeller should try diving. It's a natural progresion.I instruct both and find it easier to teach people who already have the basic knowlege through snorkelling.It is a shame BSAC don't lower the age limit for scuba to 12 as they have for the schools.

Every Scuba diver should learn to snorkel properly before they go on to learning Scuba, not just get a twenty minute lesson, if that, they would all benefit from it. And the age should be 12.
