Do you need to be an advanced diver to sign off qualification if you are appointed diving officer. I am already a NQI.

Yes you do - A DL DO is not a DO just an acting DO and can only award qualifications on the recommendation of a regional coach. See the section on DO in the following

Not quite. You are in all other respects a DO, you are simply unable to grant a qualification above your own on your own authority. In all cases, you are the one signing off an award, and always on the recommendation of an NQI. Where the qualification is AD, the recommendation to sign off must come from an AD rated NQI.

If you've no-one in the Branch to make the recommendation, then that's where the Regional Coach comes into play. (My own experience as ADO included having an AD/CI recommend award of AD qualification.) In such cases, particularly if contentious, the NQI referee might be the better person to sign the qualification.

Thats my reading as well kindoff, they do not need to be an NQI just a suitable AD. Personaly i would have used the Chairman if qualified.

When i qualified as AD our DO was a DL. We did have an AI/AD doing assistant DO (read mentor) who signed off our qualifications.

Well, that's alright then. As I am Mick's Chairman, Advanced Diver and NQI I can sign (on his behalf) for any AD that we get trained until Mick is an AD himself. Mick can sign for any divers upto DL.
