I read in the December issue of Dive magazine that an emergency oxygen kit cylinder was about to be used when the people found that the cylinder was empty despite being sealed. Might the answer lie in weighing the cylinder to ascertain it's approximate contents ? Might it be useful if weights of full and empty cylinders were made available ?

Most cylinder have a tare weight stamped on them which is required for part of the testing process - as O2 cylinders are made under the same standard I would guess they have as well. If you weigh the cylinder you should be able to guage pretty much whether it is full or not - don't forget to allow for the valve though.
Sorry, but check that your kit WORKS. Every time. Before and after. Take nothing for granted.How will you know that the demand valve will work? That the gauge isn't broken? Nothing is as inert as it seems. It's the little things that will get you.
