Presume you have looked at the traíning page on here:

http://www.seasearch.org.uk/

alternativly e mail Chris Woods, the National organiser

As an aside the Seasearch organsiation does a fabulous job in recording marine life for conservation purposes, and really adds to the diving experience.

I'd suggest anyone with even a minor interest in Marine Life takes the seasearch course...and follows it up

I looked through the North Wales 2009 program and there don't seem to be any observer courses planned for the remainder of the year.
You could try to e-mail the coordinator for your region (or as there is no designated coordinator for the north west perhaps Chris Wood would be the best contact) and adjacent regions you would be prepared to travel to and register your interest.
You never know if there is enough interest to make it viable i'm sure they will organize another course.

Edit:
Sorry i seem to have overlook the fact that there will be an observer course
in North West Wales as part of the "The BIG Seasearch Weekend" on the North Llyn Peninsula:

From the N Wales 2009 Program
Sat & Sun, 12th & 13th September. The BIG Seasearch Weekend Diving, North Llyn:
Rib diving.
Seasearch Observer Course, Porth Ysgadon. To be confirmed depending on interest!
Shore diving… FREE!
Saturday Night BBQ & Camping (weather dependant!) – Free for all!

Thanks for that - it may be an opportunity to get my qualifying dives done

Looks like the observer course will be on the saturday

But remember it says:
To be confirmed depending on interest!
So probably best to contact Liz sooner rather than later.

Lots of other Seasearch events on in North Wales going on in 2009 although i seem to remember an update (which i can't seem to find anymore where a lot of them were full or nearly fully booked...)

Been on one already and have the list somewhere, but need to drag it out and check it.

I have similar problems, I want to go Wales but I will be on a liveaboard on the Red Sea. What a dilemma! (not)

I have not dived the south coast yet but Scotland east and west as well as the Farnes and South Wales and found that you can't beat North Wales for temperate water squidsh (esp. of the spongy kind)!
Blue and green water diving are two different things rather than one being preverable over another IMHO but if i was forced to choose I think I would come down one green water side.
If i lived somwhere warmer I think i'd ditch all the kit and be mostly a snorkler/freediver.
