One for you photographers, I have been advised to get a ev controller (been playing with underwater photography for a couple of years now).

Can someone tell me what it does and how it works?

Exposure Values equate to a combination of lens opening and exposure time. Hence 1/250 @ f/4 equals the same EV as 1/30 @ f/11. In 45 years of being a photographer I never really found EV to be useful apart from the interlocked lenses of a Hasselblad that allowed swapping quickly from a fast shutter speed to stop action to a small aperture for increased depth-of-field without changing the overall exposure. If you are shooting video, maybe you mean you need a manual exposure control - something we used to call a pedestal control.
