IMO it comes from the Military usage of the word "Buddy".
It is used whenever an activity requires the assistance of another.
The so called Buddy - Buddy system in Nuclear / Chemical / Biological warfare training.
Also when the Infantry are deployed in a tactical dug in position, you are given a "Battle Buddy", which you share tasks with such as cooking his meal while he is on sentry duty Etc...
Just a thought....................

You couldn't very well call them mates could you, you may as well just call them jonnies! Perhaps when the BSAC was formed 'mate' wasn't as widely used as buddy, (a left over term from WWII ?) maybe we should ask some of the Advanced and First Class divers around who's ideas about diving haven't changed since, they will probably remember as if it were yesterday!

Some of us do indeed remember as if it was yesterday, some of us still use friendly, sorry buddy lines, not lost anybody yet.
Keep on Divin' BSAC
