Bearing in mind that this is Ocean Diver and not Dive Leader, what are the requirements of "dive leading" at this level?
My version (may differ from others): giving the dive brief, leading the buddy check, "navigating" the dive ie just taking the lead in getting about from A to B, monitoring the buddy regularly, giving clear signals, re direction, periodically monitoring both divers air supplies, depth and time, etc.
IMO Just looking for good basic competency and above all safe diving practice, doesn't have to be some whizz kid performance. Let them do a few practice "lead-dives" first if they're not too sure, and if they do a really good one you can sign that off without them feling the "this is it" pressure.

Lesson Content Items 2 and 6, together with Skill Performance Standard "Dive leading", in all look reasonably clear to me. What's the problem?

AFAIC
Present a diveplan - how long, how deep.
Deliver something resembling a seeds brief.
Perform a buddy check in less than 5 minutes.
Carry out a dive without drama and with little intervention.
Maintain adequate buoyancy control throughout.
Stay within the planned depth and time.
Surface with => 50 bar.
Debrief.
I am pretty sympathetic to mistakes just as long as they point them out in the debrief and they are not blatently dangerous.
