Probably join the police first. AFAIK, most are serving officer rather that civilian support.

Having qualifications acceptable by the HSE would likely help you along the way. There are a few links here (http://www.hse.gov.uk/diving/links.htm), including some police training schools.

We had a talk from a police diver about two years ago, and he told us that you joined the police, then applied to dive after your initial two years, and then you would do their courses. I don't think outside courses are counted much - I think its the HSE course you will need because of Diving at Work.

You enrol as an Officer and do your 2 years probation to get qualified, there is no way round that. You can then apply to join the diving unit however it's very hard to get into.

Quite correct you need to be a Police Officer first before you can become a diver. I know that technically you need to do at least 2 years on the beat before you can apply but I think you will find you will need at least 10 years before they will consider you.
Outside courses count for nothing at all. You will need to do all the Police Dive courses and you can't do these unless you are actually in the Police.

What you need for a diving job is exactly the same thing that you need for a job on land ... a skill that someone will pay you to perform. No one will pay you to go diving, they pay for what you can do whilst diving.
